Both the ICs are working in time delay mode. When push button S1 is pressed the IC1 become triggered and its output goes high. When the time period of the IC1 is over its ouput will go low and activates the IC2. When the timing of IC2 will over its output will go low and again trigger the IC1. The operating voltage of the circuit is 9V to 12V DC. The timing of both the ICs depends on the 220uF capacitors and can be increase by increasing the value of those. The timing of the circuit can also be adjusted with the 1M variable resistor.
