ICs, IC1 is a LM358 operatinal amplifier IC that is wired as a voltage monitor in the circuit and IC2 is a well know 555 timer that is used as an astable multivibrator in the circuit. The minimum and maximum voltage can be selected with the two 10K variable resistors, from VR1 you can set the desired high voltage of the battery on which you want to get indicated and from VR2 you can select the desired low voltage on which you want to get indicated. The buzzer and flashing frequency can be adjusted with the 100K variable resistor.
